CLE (The Construction Licensing Executive)

The Construction Licensing Executive (CLE) was created in 2002 to regulate the construction trades in Scotland. CLE was borne from desire by reputable and legitimate industry to face up to the very real problem of the rogue traders or "cowboys" who have blighted the industry for too long.

The public's basic trust in the industry was being undermined and there was a need to restore confidence and provide a way of redress for the consumer. A range of bodies have come together to give leadership and independent scrutiny to the CLE. They include the Society of Chief Trading Standards Officers in Scotland, the Scottish Consumer Council and Trade Associations along with support from the Scottish Executive and Scottish Enterprise.
